I have never read Fazal ur Rehman Khan. However, the critic seems to have brought to light some literary issues very honestly. My opinion, after having read the criticism, is that may be the author found the issues of morality and perversity safely associated with the westerners rather than locals. Perhaps he was afraid of depicting the locals in these characters.
Anyway, a question that I ask of the blogger is to know his opinion on the worth of the work if it was seen from the view point of "art-for-the-sake-of-art".
