Should new provinces be created or not?
And on what basis should they be created?
On an administrative basis, or on some other basis?
This matter should not be left in the hands of politicians, centralists, intellectuals, and opportunists.
To resolve it, there should be a referendum.
In other words, this issue should be placed before Pakistan’s true stakeholders for resolution.
