In my opinion, no. It is being artificially created as an issue. Firstly, because a small segment of the population, i.e., Riyasati Ashrafiya, consumes most of the resources. Secondly, because development across the country has been uneven and unequal across provinces. People migrate to cities for facilities, causing a rapid increase in urban population.
